The circles are called lens flare, and are the result of shooting into the sun. This used to be considered a bad thing until the film "Easy Rider" featured it repeatedly and won some awards along the way. I'm no Dennis Hopper, but I like the way the refractions frame the shot. You never know what you are going to get with this effect, but that is part of the fun.
